About Schusterian Analysis

  • Schusterian Analysis applies a rigorous, mixed-methods approach to public policy research and advisory work. Quantitative techniques—including advanced statistical analysis, correlation, regression modeling, synthetic control methods, and descriptive statistics—are combined with qualitative methods such as historical analysis, survey research, case studies, and subject-matter expert interviews.

This integrated approach is designed to produce findings that are both analytically sound and grounded in real-world context. A defining feature of the Schusterian approach is its focus on institutional incentives and stakeholder dynamics. Policy outcomes are shaped not only by formal rules and data, but by how individuals, organizations, and political actors respond to those incentives. Effective policy analysis therefore requires both technical rigor and a practical understanding of how policies operate in complex institutional environments.

  • Schusterian Analysis is grounded in a commitment to evidence-based policymaking, intellectual honesty, and respect for diverse perspectives. The organization draws on the principles of America’s founding philosophy and a classical liberal tradition that emphasizes individual liberty, free markets, innovation, and expanding opportunity.

At the same time, the work is guided by a pragmatic focus on outcomes: reducing poverty, promoting economic growth, ensuring a fair and impartial system of justice, and improving the effectiveness of government. This includes a strong respect for taxpayers and a commitment to responsible stewardship of public resources.

Schusterian Analysis rejects ideological rigidity in favor of analytical independence. While individuals and institutions may differ in their goals and priorities, effective policymaking requires a shared foundation of accurate facts and high-quality evidence. The organization is committed to producing research that is rigorous, transparent, and useful to both experts and non-specialists.

  • Schusterian Analysis was founded by Adam Schuster in September 2022 as an independent research and advisory organization focused on fiscal policy, governance, and institutional reform.

Prior to founding the organization, Schuster served as Vice President at the Illinois Policy Institute, where he led major research initiatives and contributed to policy development and legislative strategy. Over the course of his career, he has worked at the intersection of research, policy, and public engagement, helping translate complex analysis into actionable policy solutions.

The name “Schusterian” reflects a distinctive approach to policy analysis that emphasizes rigor, practicality, and an awareness of how policies interact with institutional incentives and stakeholder behavior. The term originated during a radio appearance, when a host remarked that Schuster’s work consistently reflected a style of analysis that was deeply researched, carefully reasoned, and attentive to how different stakeholders would respond to proposed policies. The label captured an approach that is not only grounded in data, but also focused on real-world implementation and outcomes.

Schuster’s professional work is informed in part by personal experience. Raised by a single mother and growing up in a low-income household, he worked multiple jobs and earned scholarships to finance his education through college and graduate school. That experience continues to shape a focus on economic opportunity, upward mobility, and policies that improve real-world outcomes.
